This is nothing new. Contractors (US and others), military (US and others) and civilians (US and others) have been doing this for years in war zones. And believe it or not, it is very well alive here in the US too. New Jersey and Illinois are some prime examples of this, while Louisiana has made quite a name for itself in this field too.

And the bribes are just the tip of the iceberg. Uncounted billions of dollars have simply disappeared (been pocketed) into the black hole of corruption and graft that is Iraq under occupation. US and coalition contractors and their Iraqi counterparts have had a license to steal- zero accountability. No one is keeping track of the dough. Iraq is just one big US taxpayer funded money laundering operation- just like Afghanistan.

And everybody looks the other way.

That quadrupling is almost all TARP, Al. It was all set up for spending on Bush's watch.
