Ever see how Florida treats illegal immigrants on the farms in the swamps. Reminds me of how people were treated prior to the Civil War. Research it and you'll see Controlled Slave trade. This is a area of concern for the US.

So who has higher priority, illegal immigrants or homeless U.S. citizens?

I'd say the US homeless as the slave issue of florida is a another matter for the DOJ. I have noticed some cities in the US seem to dump there homeless problems on mid sized Cities. Example in WI is Milwaukee to Green Bay. Green Bay enjoyed rather low Homeless rates prior to 2000, afterwards the homeless rate exploded, and on a survey from there homeless shelter most came from Milwaukee. Another cause is land lords to City enforcement by jacking taxes causing rents to go thru the roof and making the rent unaffordable, no better then a house payments if you owned a home. So in a sense using Taxes to herd the homeless.
