By rights, its an individual thing I think. However that said, if you work for a company that has a "dress" code then by rights you're subject to that code, like it or not.

Legs bare, or hosed more often or not are not nor should they be a problem in a proper office environment.

Now if you want to talk length or lack of length of skirts and dresses ... that should be a problem.
